TEF North

2021–present ongoing Co-founder of the initiative with Industry Commons Foundation, Umeå University

A test and experimentation facility for industrial AI under establishment in northern Sweden, led by the Industry Commons Foundation.

TEF North is a Test and Experimentation Facility for industrial AI being established in Umeå and northern Sweden, led by the Industry Commons Foundation, which holds the TEF North trademark. Its public promise is blunt: Europe’s testing ground for industrial AI, purpose-built so that companies can “test before they invest”, with responsible AI governance embedded in the experimental design itself rather than bolted on afterwards.

The facility is being developed in partnership with Umeå University and its AI Policy Lab, with the responsible-AI research dimension led by Virginia Dignum, a member of the UN’s AI Advisory Body. The target sectors read like a map of the northern Swedish economy and beyond: mining, manufacturing, forestry, healthcare, automotive, defence, life sciences, energy, food production and space. Named partners and collaborators include Norrlands University Hospital, WASP, Uminova Innovation, Region Västerbotten, the Umeå Institute of Design, TEF Health and the Swiss Smart Factory.

Dubber and Michela Magas laid the groundwork for the facility over five years of quiet preparation; the public site launched in 2026, with a stakeholder gathering at the Governor’s residence in Umeå in March 2025 marking the initiative’s first public step.
